The Russian delegates face an opposition by the United States on their suggested solution
WORLD, UNCOPUOS /TASS/. A new organisation must be created with the collaboration and consensus of all the countries which would aim at the creation of newly established guidelines and regulations regarding space exploration, said the Russian delegate in the first council session of the UNCOPUOS on Friday.
“This newly established organisation would then be responsible for regulating the disposal of space debris via taxation and other means” added the delegate.
“Russia and the United States have a lot of resources, these resources can be used to support private organisations such as SpaceX to carry on their research on space exploration” said the delegate of Russia in his opening address in the UNCOPUOS. The delegates claims that the current technology under the ownership of Russia can be used to allow satellites to self-decompose themselves on a signal from Earth. Moreover, the delegate added that with this already implemented solution, developed by Russia’s Roscosmos space agency for which the patent has been filed with the Russian Federal Service for Intellectual Property (Rospatent), the pressing and burgeoning issue of space debris is in the process of being solved. Additionally, these decisions are to be approved by the multilateral organisation Russian delegates spoke about.
He said that it is of utmost importance that these organisations play the supporting role in the decision making and resolutions in regards with the space industry, however, should not be given a say in the direct decision-making for the same. Due to their expertise and research advancements in the field, the delegates suggested that it would be advisable to arrange for a collaboration between the nations and the organisations.
However, this proposal of the Russian delegates faced opposition from the United States delegates, as they claimed that,“this suggestion by the Russian delegates is only driving the debate out of topic, and Russia, by proposing the hypothetical organisation is focusing on the lesser important issues at hand”. The delegate also added there is not much that can be done and that any solution for the issue of space debris would be futile due to the apprehensiveness involved in it, which does, however contradict their emphasis on the urgency to solve the issue. Nevertheless, during the unmoderated caucus, post assentation the delegates came to the conclusion that it was best to break the agenda into two parts and resolve the issue of space debris first, before moving on to the commercialisation of space.
In the following speeches in the general speaker’s list as well as the moderated caucus, the debate progressed on the whether scientific research is of more importance than the commercialisation of the space. The topic of space debris was diverted towards the privatisation of space, which would be discussed in the council sessions the next day. There was also several instances where countries and organisations such as Brazil, SpaceX, and the United States suggested public and private organisations. The diverse advantages in the favour of privatisation of space provided by the delegate of The United States were the efficiency(reduced cost and time), lack of political interference, ability of private companies to plan and carry out actions on long-term basis, and potential to grow to competition. However, these were strongly contradicted by some delegates, who mentioned that, “Private organisations are only monopolising the matter”.
